The goals of research, innovation and technology promotion are to protect the natural basis of life, to secure competitiveness through innovation and to create and maintain future-proof jobs.

Hessen Trade & Invest GmbH (HTAI) oversees approximately 40 networks and clusters located in the state. The cluster initiatives are supported with regard to establishment and further development as well as funding opportunities. In addition, workshops and regular meetings are held for knowledge transfer and networking in close coordination with "Technologieland Hessen".

In order to implement the Europe 2020 strategy, Hessen has had an independent, open-ended research funding program since 2008. With the help of the LOEWE research initiative, targeted investments are made in research and development outside the agreements of the Hessian Higher Education Pact and the institutional funding of non-university research institutions. The competitive LOEWE program aims to permanently increase spending on research and development and thus sustainably strengthen Hessen's research and innovation power. LOEWE centers, LOEWE focal points and LOEWE joint projects with small and medium-sized enterprises (SMEs) are funded. In the application-related LOEWE funding line 3, the development of innovative products and processes "made in Hessen" is funded on a pro rata basis.

In addition, the Ministry of Economics supports model research and development projects by SMEs. Together with companies and universities the Ministry of Economics is pursuing the House of Technology concept in a public-private partnership. The activities in the Houses of the Future are based on the principle of interdisciplinarity and a high degree of networking between the players from government, industry and science. The common ground lies in the pillars of cooperative research, continuing education and transfer. The aim is to raise the national and international profile of Hessen as a technology hotspot.
